Embakasi West MP Theuri petitions parliament to consider ‘boundary review’ for easier service delivery

Embakasi West Member of National Assembly has decried the exclusion of his constituents from accessing services by virtue of inconsiderate partition of the former larger Embakasi Constituency.

Calling on Article 10 (2) of the constitution which identifies inclusiveness as one of the aspects constituting the national values and principles of governance, the MP said most of his constituents find it hard to access services that now fall under the jurisdiction of other areas.

“THAT, Embakasi West Constituency, Embakasi South Constituency, Embakasi North Constituency, Embakasi Central Constituency, and Embakasi East Constituency hived off from the then Embakasi Constituency which covered a massive area of 208 Kilometre squares. THAT, as a result of the split of the then Embakasi Constituency, the residents of Embakasi West Constituency have been experiencing numerous, unjustified inconveniences when seeking public services on account of administrative and jurisdictional boundaries due to the location of various public institutions and offices in areas outside the jurisdiction of the Constituency”, item 2 and 3 of his document titled Regarding Administrative and Jurisdictional Boundaries in Embakasi West Constituency states.

Inconvenience

Hon. Theuri noted that the overlaps were an inconvenience for his constituents.

“THAT, these overlaps in the jurisdictional and administrative boundaries continue inconvenience and negatively affect thousands of Embakasi West Constituency residents when seeking public services particularly with respect services under the National Safety net Programme’s including the Cash Transfer Programme for Orphans and Vulnerable Children (OVC), Cash Transfers for Persons With Severe Disabilities (P\VSD) as well as disbursements under the Older Persons Cash Transfer (OPCT) Programme primarily because the Social Development Office in-charge of Embakasi \Vest Constituency is situated in Niiru Sub-County, which is in Kasarani Constituency”, he added.

He noted that efforts to resolve the matter has not borne any fruit and that he prays that the National Assembly through the Departmental Committee on Administration and National Security looks into the matter with a view to securing harmonization and jurisdictional alignment of National Government office, and other affected public institutions in Embakasi West Constituency; and Makes any other appropriate recommendations it deems fit in addressing the circumstances raised in this Petition.
